This strategic research project examines the implementation of a vendor-based school uniform policy at Edward H. White High School as a targeted solution to improve student behavior, strengthen school climate, and enhance organizational effectiveness. The study is grounded in a systems-thinking approach, recognizing the interconnected nature of leadership, discipline, instruction, and community engagement in influencing student success. This is a mixed-methods research approach, utilizes both qualitative and quantitative data collection means. Quantitatively, a SWOT analysis was conducted using IFE and EFE tools to identify strengths and gaps in the school’s operation. In order for this plan to be successful it is also essential to review discipline and attendance data as well as considering frequent stakeholder feedback.

A comprehensive analysis of the school’s internal and external environment revealed key strengths, including a positive school climate, strong extracurricular programs, and stakeholder partnership opportunities. However, critical challenges persist, such as inconsistent discipline practices, low teacher morale, lack of student incentives, and ongoing behavioral issues. The Internal Factor Evaluation score of 2.41 indicates that weaknesses currently outweigh strengths, while the External Factor Evaluation score of 2.54 suggests moderate responsiveness to external opportunities.

Three potential solutions were explored: uniform systems, behavioral flowcharts, and restorative practices. Following a comparative analysis, a structured, vendor-based uniform policy was selected as the most viable solution due to its potential to promote equity, reduce distractions, and establish consistent expectations for student conduct. Supporting strategies include stakeholder engagement, clear communication, and alignment with Positive Behavioral Interventions and Supports (PBIS). The QSPM tool was utilized to assess alternative strategies to implement the most viable solution, guiding decision-making in action plan creation, supported by qualitative literature evidence. Ultimately, the goals of the action plan are to develop uniform policy, complete uniform vendor bidding, delivery uniform stakeholder presentation, uniform phased implementation, uniform policy evaluation & revision.

The project concludes that implementing a vendor-based uniform policy, when combined with supportive systems and stakeholder collaboration, can lead to improved student behavior, enhanced school identity, and promote a focused learning environment. Recommendations emphasize utilizing a phased implementation, ongoing evaluation of plan, review of behavior and attendance data, and continuous stakeholder feedback to ensure sustainability and long-term success.
