Executive Summary

This strategic research project was designed to address the need for additional online faculty professional development at PHSC. Formal virtual communities of practice are carefully designed and facilitated online communities comprised of people who share expertise, create a relationship among members, interact on a regular basis, and are practitioners. Pasco-Hernando State College (PHSC), one of Florida’s 28 community colleges, was the focus of this strategic research. An initial SWOT analysis examining internal and external factors identified the need for faculty professional development in laws and regulation specific to online courses as well as best practices for teaching online. Virtual community of practice was selected from four alternative solutions following a thorough literature review. Formal, rather than informal, virtual community of practice was the selected strategy following the Quantitative Strategic Planning Matrix (QSPM) analysis. An action plan was developed based on ADDIE for instructional design, and the action steps, barriers, and resources were identified. The action steps for creating a formal virtual community of practice at PHSC are Analysis, Design, Develop, Implement, and Evaluate. While the literature review provided support and recommendation for this strategy, buy-in from stakeholders is still necessary before implementation. Therefore, it is recommended that the action plan timeline over several years of implementation and evaluation is considered.
