This Strategic Research Project was designed to provide a differentiated approach to educator training and development to build their capacity. Traditional professional development uses a one-size-fits-all approach that limits the individualized support educators need to improve their pedagogical craft. The differentiated, job-embedded training and development perspective focuses on supporting an urban school district serving a diverse student population with varied academic, emotional, behavioral, and social needs by engaging an expert consultant to improve instructional practices and organizational effectiveness. The comprehensive organizational assessment, using a SWOT analysis, Internal and External Factor Evaluations (IFE/EFE), and a Quantitative Strategic Planning Matrix (QSPM), found that a sustainable, differentiated approach to professional learning strengthened educators' effectiveness and organizational performance and supported improved student achievement outcomes.

The proposed actionable solution is to hire an external expert consultant to provide personalized coaching frameworks that promote skill development and alignment with organizational goals. This strategy yielded a total attractiveness score of 5.40, compared with 5.00 for another strategy. The action plan, spanning May 2027 to June 2028, included five steps: conduct an organizational needs assessment, develop differentiated, job-embedded training and development aligned with organizational goals, collaboratively create coaching structures and frameworks, implement coaching cycles, and monitor and evaluate progress toward continuous improvement goals. Implementation of this project is expected to engage stakeholders throughout the process to build ownership, data analysis, professional learning communities, and coaching systems to sustain changes in educator practices that foster lifelong learning to support organizational growth.
