Executive Summary

This strategic research project was designed to assess human resource constraints in a government-based service organization where skilled staff play a critical role in providing health, human services, and workforce development programs. The goal of the project was to create a strategic solution to the workforce shortage, workforce instability, and workforce turnover problem(s) that affect organizational performance and service delivery. Based on the comprehensive analysis, including strengths-weaknesses-opportunities-threats analysis, internal factor evaluation, external factor evaluation, and the quantitative strategic planning matrix, human resource constraints were found to be the greatest strategic factor that needed to be addressed in the organization.

The research reviewed current literature regarding human resource management, workforce planning, talent management, employee retention, and leadership development. Strategic Workforce Planning Systems was a recommended solution because of its strategic alignment and business requirements. The chosen implementation strategy included developing Predictive Workforce Analytics and Forecasting Systems, along with a Competency-Based Talent Pipeline and Succession Planning process, to ensure long-term sustainability.

The action plan in the proposed project includes establishing project governance, putting in place Project Workforce Data, developing the capacity to predict workforce outcomes, pursuing a project system pilot in selected service units, training workforce managers, and assessing project outcomes as they're rolled out throughout the organization. These actions are designed to address workforce needs, reduce turnover, and are ready for the workforce and inform evidence-informed decision-making. For succession management, employee retention, and future workforce efficiency, the organization is encouraged to replace succession planning with predictive workforce analytics as its main approach to workforce planning, while continuing to implement succession strategies and talent development programs
