This Strategic Research Project was designed to provide insights into strategic planning to address teacher turnover, school culture, and student outcomes. The institution is an urban school in the northeastern United States. The organization serves students from a 3-year-old program through fifth grade in a variety of special education and general education settings. The school was established in the early 2000s and receives Title I/IV funding. The building houses over 60 staff members that support the needs of learners.

A SWOT analysis was conducted to determine the internal and external factors that were hindering the progress of the organization. The most influential factor was teacher turnover, as it heavily impacts the school’s culture and student outcomes. Three possible solutions were researched and evaluated to determine the best, appropriate solution to the organization’s issue of teacher turnover. Pros and cons were examined for each solution to determine the best fit for the institution. Mentoring was the most viable option for the school when compared to leadership development and staffing partnership, pathways, and initiatives.

Two strategies were analyzed in a QSPM to determine the most attractive strategy to accomplish the selected solution of mentoring. Developing an operational framework for a mentoring program, and its later implementation, was the most attractive strategy. An action plan was developed to implement the strategy running from May 2027 to May 2028. The SRP concludes that developing an operational framework for a mentoring program and implementing the initiative are proactive measures to address the organization’s problem of teacher turnover and its subsequent consequences on school climate and student outcomes.
