Executive Summary

This strategic research project was designed to guide the implementation of a comprehensive, integrated social-emotional learning (SEL) program in Desert Valley School District (DVSD), a large school district in the southwest United States. After assessing the internal and external factors affecting the organization through a strengths-weaknesses-opportunities-threats analysis, it was ascertained that the need to implement a comprehensive, integrated SEL program is a significant concern impacting the DVSD. An extensive review of the literature was conducted to identify four alternative solutions to the problem. Implementation of an equity-focused SEL program was selected from the four alternative solutions. Equity-focused SEL had a mitigating effect on the factors identified as weaknesses and threats while holding the possibility of leveraging many factors identified as strengths and opportunities in the strengths-weaknesses-opportunities-threats analysis. Using a Quantitative Strategic Planning Matrix tool, two strategies were evaluated to identify the strategy with the highest total attractiveness score (TAS) for implementation. The two equity-focused SEL strategies evaluated for implementation were the RULER approach and Leader in Me. Based on the internal and external factors evaluated, the RULER approach scored a TAS of 5.31, and Leader in Me scored a TAS of 4.72, identifying the RULER approach as being a more advantageous strategy to implement for the DVSD. An action plan was developed to guide and monitor the implementation of the RULER approach across DVSD. The action plan includes action steps, a timeline for implementation, roles and responsibilities of staff involved in the implementation, resources available and needed for implementation, organizational supports for the action plan, potential barriers or resistance to the plan with solutions, and an evaluation plan. Recommendations include assessing readiness across all areas of the organization; additionally, staff capacity, flexible implementation, and adult understanding are critical to implementing equity-focused SEL programs. It is recommended that special attention be given to these areas of the implementation process. The Strategic Research Project presents an evidence-based method for ascertaining a critical problem for DVSD that can be rectified by implementing a strategy chosen and substantiated based on evidence provided by empirically based studies.
