Executive Summary

Addressing Organizational Culture Issues Through Total Quality Management. Charity Garcia, 2025: Strategic Research Project, Nova Southeastern University, Abraham S. Fischler College of Education and School of Criminal Justice. Keywords: corporate culture, performance management, supply chain, total quality management, transformational leadership, whistleblowing This strategic research project was designed to provide an appropriate solution for an organization that has been experiencing quality challenges. The quality challenges arise from an organizational culture focused predominantly on profits. Prioritization of profits led to a decline in quality, which, in turn, caused safety hazards affecting customers. An internal factor evaluation and external factor evaluation identified key factors affecting the company. Key strengths were the strong brand name, investment in research and development, collaboration with suppliers, and market leadership. Key weaknesses included product quality concerns, overdependence on external suppliers, ethical issues, and focus on profits. Key opportunities included rising demand for air travel, growth in ecommerce and emerging markets, and technology advancements. Key external threats were competition, regulators, geopolitical tensions, and supply chain disruptions. Four alternative solutions were identified, including adoption of total quality management, transformational leadership, encouraging whistleblowing, and performance management. The adoption of total quality management and encouraging whistleblowing were determined to be the two most appropriate solutions. The quantitative strategic planning analysis determined that adopting total quality management practices was the most appropriate solution to address organizational culture concerns, with financial performance being the primary concern. Implementing total quality management practices requires the involvement of personnel, resource allocation, and personnel training to ensure competence and overcome resistance to change. Total quality management will establish a culture that prioritizes quality as a key outcome. The organization can effectively implement these practices in its operations over 12 months. The executive team should be committed to implementing total quality management. The organization should also ensure effective collaboration with suppliers to guarantee quality inputs. The key performance indicators articulated will further aid the organization in tracking the efficacy of the change process. The strategic research project is essential in creating clarity on the potential role of total quality management in enhancing quality in educational institutions as service organizations. Leaders of educational institutions can potentially adopt total quality management practices to enhance service quality. The strategic research project further provides a foundation for guiding leaders in implementing change successfully. One recommendation is for educational institutions to adapt total quality management practices to the needs of stakeholders such as parents, regulators, and students. It is also recommended that other solutions discussed, including whistleblowing, could be explored as alternative approaches for enhancing quality in educational institutions.
