Executive Summary
This strategic research project was designed to provide an actionable framework for improving the viability of public education amid growing competition from school choice alternatives. Focused on a large, urban school district, the objective of the study is to strengthen fairness and sustainability through student-centered funding reform. The problem addressed is the increasing fiscal instability and inequitable resource distribution in public schools, exacerbated by outdated funding models and the rise of school choice. These pressures threaten the ability of districts to serve all students effectively, especially those with higher needs.
The proposed solution is the implementation of a Weighted Student-Centered Funding (WSCF) model. WSCF allocates funds based on individual student needs, promoting fairness, improving teacher recruitment and retention, and helping to close achievement gaps. The strategy was guided by structured tools such as the SWOT analysis, IFE, EFE, and QSPM, which compared two strategic alternatives: WSCF and Coalition Building. WSCF emerged as the preferred option with a higher Total Attractiveness Score (5.84 vs. 5.26). The action plan outlines five goals from September 2025 to August 2026: (1) restructure the funding formula, (2) engage stakeholders, (3) build leadership capacity through training, (4) pilot the model in select schools, and (5) evaluate outcomes using data-driven tools.
Recommendations include adopting WSCF through phased rollouts, transparent communication, and collaborative governance. Leaders are encouraged to align funding policies with student needs to create a replicable model for sustainable public education reform. In conclusion, this research equips educational leaders with a strategic pathway for addressing funding inequities and navigating systemic challenges without compromising the mission of public education. By adopting the WSCF model, districts can create a more responsive, student-centered system that meets the evolving demands of today’s educational landscape.
