Abstract
This applied dissertation was designed to develop a minority recruitment plan for use by NWTC. The minority recruitment plan was created to increase the number of minority candidate applicants and eventually, new hires to the campus.
The project primarily utilized the development methodology to address the research questions. Eight procedures were employed including: review of the literature; collection of data from 15 colleges regarding their plans to diversify their workforce and review their plans as to how they relate to NWTC; selection of formative and summative committee to assist in the review of the minority recruitment plan; implementation and evaluation of plan; identification and validation of components for the plan; and submission of the plan to a summative committee.
Colleges with similar community ethnic populations were contacted regarding their recruitment plan to complete the study. The evaluation methodology was utilized in the proposed evaluation plan for the minority recruitment plan.
This research project resulted in a written plan to recruit minority faculty, staff, and administrators to NWTC. It was concluded that this study revealed that a minority recruitment plan for faculty, staff and administrators at NWTC is a viable document. The study concluded that the relevant criteria for developing a minority recruitment plan are to have upper level administration supportive of the plan and identify an individual to be accountable.
This plan was sent to the Director of Human Resources, the president of the college with the following recommendations: (1) provide professional development to Human Resources staff concerning minority recruitment plan; (2) encourage administration to take ownership of the plan and generate campus-wide implementation; (3) dictate that all employment openings on campus should adhere to the strategies outlined in the plan; (4) implement plan by September, 2003; (5) responsibility for implementation of the minority recruitment plan should rest with the Human Resources department; (6) distribute copies of the minority recruitment plan to all divisions and human resources staff; (7) evaluate the effectiveness of the minority recruitment plan at the end of each fiscal calendar year (July 1).
