Abstract
This report describes the writing of a Service Plan for charter renewal of the Belmont County Office of Education and details the actions taken to Implement It. The Service Plan will be used by the Ohio State Department of Education in Its evaluation process.
If the components of the Service Plan are being Implemented satisfactorily, the State Department will renew the charter of the Belmont County Office of Education. failure to meet the expectations of the Service Plan will result in non-renewal of the charter and consolidation with another chartered office.
Analysis of problem symptoms revealed that people want to maintain local control. They do not want to be controlled by a neighboring county, the State Department of Education, or even a County Office of Education. In developing the Service Plan problems encountered were continuance of local autonomy, budget restraints limited County Office staff.
The Belmont County Office of Education and Its staff are charged with maintaining and Improving upon their Educational delivery s system for the local school districts as well as aiding other types of school districts In Belmont County. The Belmont County Office of Education must be able to provide needed services efficiently at a reasonable cost without appearing to be controlling the local districts.
The major strategy employed was to establish communication and develop trust. Identify services needed, and provide help as requested. As a result of practicum Intervention, the Service Plan was Implemented, and the County Office of Education awaits State evaluation. The County Office has been accepted by the local superintendents and teachers in the local districts as a useful service unit for the betterment of the students in Belmont County.
