Abstract

The problem that prompted this study was that information about the effectiveness of the Impact3 Leadership Development Program had not been determined. This was a problem because, apart from evidence to the contrary, the program was at risk of not meeting its core objective.

The purpose of this evaluation study was achieved by addressing the 5 research questions pertaining to (a) information on leadership training and leadership training assessment, (b) criteria for effectiveness of leadership training as it applies to the Impact program, (c) an appropriate assessment design to determine the extent of the effectiveness of the Impact program in meeting its objective, (d) the degree to which the Impact program was effective in achieving its intended outcome, and (e) recommendations that could be made to improve the program.

Formative and summative review panels were used to advise on the development of criteria for program success. Once the criteria were established, the counsel of the panels was then sought for the development of the assessment design and information gathering instruments. The design included individual interviews and focus groups, a learning test, and a comparison of 360-degree feedback evaluations.

The program was found to be generally meeting its primary objective, which is to enhance the leadership effectiveness of its participants. However, some criteria were found to be met to a high degree while other criteria were met to a lesser extent. Therefore, recommendations were suggested for improvement. These recommendations included review of lecture program content, the establishment of release time or off time for program participants, and the expansion of the regular program evaluation process.
