Executive Summary

From an academic viewpoint, students facing reading difficulties cannot improve in other subjects because fluency in reading is fundamental for their success. This research was designed to clarify factors that can prevent students from being great readers. The hinderance caused by that issue, if not taken into consideration, may cause many problems for the students and lead to decreased school performance.

The researcher found that the main problem in the targeted school was that a few students were unable to read at their grade level even though the school provides all the necessary educational materials to help them in their academic journey. Cultural differences were found to be a primary factor that could cause this problem.

Among many possible solutions, the researcher focused on the solution strategy of adjusting the reader’s environment. This solution, coupled with understanding the reader will help students feel safe and be willing to explore and take academic risks.

In the action plan, the researcher showed the necessary steps to develop the vision and mission in a manner tailored to the needs of the students. Roles and responsibilities will be assigned to participants while addressing all the components of the plan to ensure the that the resources, school support, barriers, and resistance are used to the best interests of the students.

It is the researcher’s ultimate recommendation that those two solutions be implemented at the targeted school in view of preventing the problem of reading difficulties for the students’ academic improvement, their best interests, and finally for the school’s progress.
