Executive Summary

This strategic research project was designed to provide possible solutions for improving the culture of an elementary school organization that was indicative of high disciplinary rates, low student attendance, and low student academic achievement. Educational leaders are met with the challenges of providing a positive school-wide culture of learning while also meeting the demands of accountability standards.

The project began with a description of my role as the educator of the organization and a description of the organizational setting which included the school’s mission, vision, and value statement. A Strengths, Weaknesses, Opportunities and Threat (SWOT) analysis was used to identify potential gaps or areas of growth within the organization and development of possible solutions. The problem, the lack of a Positive Behavior Interventions and Supports (PBIS) system resulting in negative school climate with poor student attendance, excessive disciplinary rates, low teacher morale, and low-performing student academic achievement was identified. The four possible solutions include (a) parental involvement, (b) Positive Behavior Interventions and Support (PBIS), (c) Social-Emotional Learning Program, and (d) Ron Clark’s House System.

Analysis of the pros, cons, and barriers to success of each solution was used in selecting Ron Clark’s House system, a school wide PBIS system, as the solution to the problem. Through the qualitative strategic plan matrix, providing staff training and professional development, was identified as the best strategy for the chosen solution. Substantial research was completed to support the chosen strategy and a projection of the impact on the school. A comprehensive action plan was completed outlining the steps, timeline, roles and responsibilities, resources, organizational support, and possible barriers or resistance to the program’s implementation.
