This strategic research project was designed to provide general education teachers with strategies and techniques to teach all students who struggle in class. The problem is that teachers are not properly trained to teach all students within their classes. This problem is a global issue that affects children worldwide. The rationale for investigating the problem is to hold administrators accountable for providing the training that teachers need. A strengths, weaknesses, threats, and opportunities analysis was conducted on the organization trying to establish a factor that could best address the problem. Reviewing current scholarly literature revealed factors from the strengths, weaknesses, threats, and opportunities analyses of internal and external factors. Possible solutions were selected from these analyses and the quantitative strategic plan matrix. The selected solution for teachers was ongoing professional development. Ongoing professional development would allow teachers to learn strategies to be able to effectively teach all students.

A six-step action plan was crafted that would allow the effective implementation of the strategic research project within the organization. The steps are to conduct a needs assessment, target job-embedded learning opportunities, implement professional learning communities, implement peer observation during learning walks, monitor teachers' performance, and provide personalized feedback. The action plan, if implemented in the organization, would allow teachers to learn skills, strategies, and techniques to adequately teach all students. The recommendations would be for the administrators of the organization to provide job-embedded professional development that would provide teachers with strategies to be immediately implemented in their classes. This will build teachers' efficiency and ensure that all students will be impacted by the knowledge of teachers.
