This strategic research project was designed to provide a comprehensive framework for improving organizational efficiency, performance alignment, and inclusive leadership practices in the local government. Using a participatory action research design and a convergent mixed-methods approach, this study examined the implementation of strategic planning processes and their influence on organizational performance, stakeholder engagement, and service delivery outcomes. Internal and external factor analyses were conducted to identify gaps, barriers, and opportunities within the city’s operating environment.

Key findings revealed a lack of system-wide coordination, outdated digital infrastructure, and limited performance management practices. Four potential solutions were developed and evaluated through the Quantitative Strategic Planning Matrix, with the final recommendation focused on designing and institutionalizing a digital transformation framework aligned with strategic goals. Strategies included building digital capacity, aligning key performance indicators with department plans, and fostering interdepartmental collaboration.

An implementation action plan grounded in Kotter’s Change Model was developed to guide the city in institutionalizing transformation efforts. This included calibrating shared purpose, forming strategic teams, empowering cross-functional units, implementing scalable tools, and embedding continuous evaluation. The research concluded that embedding digital transformation into the city’s strategic planning processes can promote innovation, increase transparency, and ensure long-term organizational sustainability. Recommendations include investing in leadership development, enhancing data systems, and embedding inclusive governance practices to strengthen public trust and organizational resilience.
