This strategic research project aimed to understand the structure of the New York City Department of Education and how it can be improved to serve its students. A SWOT analysis was conducted, which identified 10 strengths, 10 weaknesses, 10 opportunities, and 10 threats. A weakness identified and selected to be the focus of this project was the gaps in student achievement. In-depth research on this weakness highlighted that it could be remedied through a multi-tiered support system. A quantitative strategic plan matrix used the 40 factors identified in the SWOT analysis to determine that implementing a professional learning community was the best strategy for my organization.

A six-step action plan was developed to implement this strategy over an academic year. During implementation, members of the professional learning community would meet as scheduled to engage in data analysis, tiering, and planning to meet the needs of all students through data-informed core supports and interventions.

It is recommended that using a professional learning community to implement the multi-tiered system of support be phased in over time. During the initial academic year, educators must become familiar with the protocols of the professional learning community and be trained to collect, analyze, and use data to inform their classroom practices.
