Executive Summary
This strategic research project was designed to study the literacy support provided by State Regional Literacy Directors (SRLDs) in the state of Florida as part of the Reading Achievement Initiative for Scholastic Excellence (RAISE) program. With literacy success as a milestone and goal for the state of Florida, specific tiered supports based on outcomes from the Florida Assessment of Student Thinking (FAST) progress monitoring are implemented at selected intensive schools as part of the SRLD role. The strategic research project was completed to assess the strengths, weaknesses, opportunities, and threats to literacy success for schools in a large southern Florida district. A problem was identified and that it is challenging to improve literacy for all students even with the supports of State Regional Literacy Directors. Based on this, a Quantitative Strategic Plan Matrix and analysis, and a thorough review of the current scholarly literature four possible solutions were identified. From these possible solutions, the researcher chose one solution on which to focus: training teachers in the science of reading. To best accomplish this, an action plan was crafted that includes a timeline, roles and responsibilities of practitioners, resources needed, organizational support needed, barriers or resistance, and an evaluation plan. An audio-visual presentation was created to describe the problem, selected solution, and action plan. Following this, the strategic research project was publicly defended to an audience of peers and the professor. This document also includes thoughtful and important questions posed by peers and brief answers as well as answers to two questions posed by the project director.
