Abstract

The article addresses issues related to the 50 percent rule of the U.S. Department of Education. The regulation prevents any college that enrolls more than 50 percent of its students at a distance or provides more than 50 percent of its courses via distance education from participating in federal student-aid programs. The rule was passed as a reaction to the increase in fraud by diploma mills and shady correspondence programs.
