Abstract

The researcher developed this applied dissertation to analyze the current state of readiness of fire department captains for advancing to chief officer ranks. The problem was that the department did not have a process in place to prepare captains to advance to the chief officer ranks, even though the department under study was facing the loss of several chief officers due to retirement in the near future. Captains of the fire department and emergency medical services were not obtaining the education, training, and experience that they needed in order to prepare themselves for advancement to the chief officer ranks.

The purpose of this study was to analyze the current state of readiness of the captains and make recommendations to the department concerning a process to prepare captains for advancement to the chief officer ranks. Case-study research was utilized in the process.

An analysis of the data revealed that the captains worked to prepare themselves for promotion to the captain rank, but they did little to prepare for advancement to the chief officer rank. Captains stated the need for various incentives that would possibly motivate them to seek additional education, training, and experience needed to prepare for potential future advancement to the chief officer rank. The need for an organizational succession plan was determined to be a method for ensuring continuity of leadership for the organization.
