Abstract

Los maestros de educación especial son clave en los procesos de enseñanza y aprendizaje de estudiantes con diversidad funcional para que alcancen su potencial académico y éxito personal. Además de cumplir con las normas, procesos, cartas circulares, estipulaciones, sentencia del caso de Caso Rosa Lydia Vélez (RLV) y políticas públicas, deben documentar y evidenciar su cumplimiento a través de la Plataforma Mi Portal Especial (MiPE).

La investigación se desarrolló con maestros adscritos al Programa de Educación Especial de la Región Educativa de Humacao del Departamento de Educación. El propósito fue examinar el dominio de las funciones del maestro del Programa de Educación Especial y su efecto en el desempeño laboral mediante la plataforma MiPE. Se analizaron cuatro preguntas de investigación utilizando métodos estadísticos descriptivos e inferenciales (ANOVA y Chi-cuadrado).

Los hallazgos permitieron evidenciar un alto dominio funcional del docente; en el uso de MiPE y en el caso de Rosa Lydia Vélez no se identificaron diferencias significativas. Tampoco se halló relación estadísticamente significativa entre el uso de MiPE y el desempeño normativo laboral, lo cual indica la necesidad de fortalecer la capacitación técnica y el apoyo institucional para una implementación efectiva.

Special education teachers play a key role in the teaching and learning processes of students with functional diversity, enabling them to reach their academic potential and achieve personal success. In addition to complying with regulations, procedures, circular letters, stipulations, the court ruling of the Rosa Lydia Vélez (RLV) case, and public policies, they must document and provide evidence of such compliance through the Mi Portal Especial (MiPE) platform.

The study was conducted with teachers assigned to the Special Education Program of the Humacao Educational Region of the Department of Education. Its purpose was to examine teachers’ mastery of their professional functions within the Special Education Program and its effect on job performance through the use of the MiPE platform. Four research questions were analyzed using descriptive and inferential statistical methods (ANOVA and chi-square).

The findings demonstrated a high level of functional mastery among teachers. No statistically significant differences were identified regarding the use of MiPE or compliance related to the Rosa Lydia Vélez case. Likewise, no statistically significant relationship was found between the use of MiPE and normative job performance, indicating the need to strengthen technical training and institutional support for more effective implementation.
