Abstract

This Major Applied Research Project describes a process whereby policies and procedures were developed to correct and eliminate problems which resulted from the deficiency of certain policies in the Governance Manual of the Camden County Educational Services Commission of New Jersey in accordance with federal, state and local regulations. The present manual was developed in 1982 and was to be updated and/or revised by the Superintendent. However, due to the lack of expertise by the Superintendent and a uninvolved board of directors and instructional staff, procedures were never developed to implement those policies in the Governance Manual. The staff, facilities, laws, and the unionization of the teachers has caused the present manual to become obsolete resulting in numerous problems to emerge. A review of literature, interviews, attendance at inservices and workshops, conventions and conferences a process was developed to correct the deficiency. The process enabled the Camden County Educational Services Commission to update and/or revise those policies which had precipitated problems and grievances during the past several years. The process has also created a method whereby the Camden County Educational Services Commission will be able to create and update those polices mandated.
