Executive Summary

This strategic research project was designed to provide a school district with a possible solution to the problem of 36% of the students in the third grade needing to be proficient in reading on the Florida Assessment of Student Thinking. A SWOT analysis was conducted on the organization, including an IFE and EFE, to assist in identifying potential gaps or areas for growth within the organization. The gap identified within the organization was noted as 3rd-grade English-language arts achievement results have progressively declined since the 2017-2018 school year.

Four possible solutions were investigated to assist the organization in solving the problem. Of the four possible solutions, using universal screeners was ultimately selected as the best possible solution for the organization after examining the advantages, disadvantages, and barriers to each possible solution. The researcher presented two strategies to accomplish the selected solution of using universal screeners, and those strategies were evaluated using a QSPM evaluation of the internal and external factors from the SWOT analysis that influence the plan. After calculating the attractiveness score of the two strategies, the most important strategy was selected, which was to use computer-based at-home universal screeners. An action plan was developed for the organization to implement the most important strategy of utilizing computer-based at-home universal screeners, which included four specific action steps, a timeline, and critical roles and responsibilities essential to the plan's successful implementation. Needed resources and support were outlined, and recommendations for future research were provided.
