Abstract

The comparative analysis of the governance structure of the Jamaican TVET CTI (JTC) PPPs against the global best practices is critical to explore the existing components and to understanding education PPPs (ePPPs) in Jamaica. Public private partnerships (PPPs) have greatly assisted many governments for improvement in economic development and competitiveness (Schwab, 2018). Researchers have shown that the use of PPPs have mostly been in the area of infrastructure development. These studies were mainly done in and about developed countries. While attempts have been made to address various components of the governance structure of other PPP’s in Jamaica, there has been no research done on the governance of the JTC public private partnerships. This study was therefore designed to provide national policy makers with details regarding the existing governance structures of the JTC PPPs and should therefore assist the national body being studied and Jamaica by extension, a developing country, to use the comparative results to improve the JTC PPPs.

The research was done using the 21 unique governance components identified as best practices for the governance structure for PPPs. Xiong et al. (2018) details 21 governance components and 4 broad categories of organization for PPPS. While this study will only address one type of ePPP within the Jamaican TVET system, the results will help inform future research for the design of a governance model for the Jamaican TVET system overall.
